Statement from LSSI President and CEO Mark Stutrud: A Response to the Passage of the Budget Reconciliation Bill

In light of the recent passage of Congress’ budget reconciliation bill—referred to as the Big Beautiful Bill—I feel a renewed urgency to share its serious implications. While some have praised the legislation for its tax reforms, it also brings significant consequences for those most at risk—the very individuals whom Lutheran Social Services of Illinois (LSSI) is called to serve.

The bill’s changes to Medicaid eligibility—particularly the requirement for twice-yearly recertification and new work documentation mandates—will result in fewer people qualifying for coverage. Many will fall through the cracks, not because they are undeserving, but because they cannot navigate the increasingly complex system. As a result, we anticipate a significant rise in the number of uninsured individuals across Illinois.

This increase in the uninsured will inevitably lead to more uncompensated care—care that must still be provided, often by organizations like LSSI. We are already working to forecast the impact of this shift and to prepare for the financial and human toll it will take. Our commitment to serve remains steadfast, but the road ahead will be more difficult.

Later in the budget cycle, the bill’s rollback of provider taxes threatens the very existence of safety net hospitals. These institutions are not just healthcare providers—they are lifelines for entire communities. Their closure would sever critical partnerships and diminish the support systems that LSSI and others rely on to deliver holistic care.

Additionally, the State of Illinois will face immense challenges in offsetting the bill’s cuts to the Supplemental Nutrition Assistance Program (SNAP). For many families, SNAP is the difference between hunger and nourishment. The children and families we serve already face many challenges, and this erosion of support will deepen their food insecurity and place greater strain on their already tenuous circumstances.

We are not standing still. LSSI is actively modeling the projected increase in uncompensated care and exploring every avenue to continue supporting those affected. We are also in close communication with our partners in healthcare and government to advocate for solutions that uphold human dignity and justice.
